PRODCOM is the title of the EC production statistics for Mining and Quarrying, Manufacturing, and Electricity, Gas and Water
Supply, i.e. Sections C, D and E of the Statistical Classification of Economic Activities in the European Community (NACE Rev. I)1.
The title comes from the French "PRODuction COMmunautaire" (Community production).
The basis of the survey is Council Regulation (EEC) No 3924/91 on the establishment of a Community survey of industrial production
(PRODCOM Regulation)2. In accordance with Article 2(2) of the above-mentioned Regulation, production is to be recorded according
to the product headings of the PRODCOM list.
The present version 1995 of this list was completed in September 1994. It is based on the Community's external trade nomenclature,
the 1995 Combined Nomenclature (CN)3, which has been in force since 1 January 1995.
The list does not, however, cover all the fields:
it does not include the products of coal and lignite mining, peat extraction, extraction of crude petroleum and natural gas,
manufacture of coke and refined petroleum products, processing of nuclear fuel, and electricity, gas and water supply (Divisions
10, 11, 23, 40 and 41 of NACE Rev. 1), since they are already covered in a separate set of Community statistics;
it does not include the products of Division 37 of NACE Rev. 1 (Recycling). Specific studies are still being conducted into their

Organization of the list
The list is divided into "Divisions" corresponding to the divisions of NACE Rev. 1. Within the individual Divisions, the
headings of the list are set out in ascending order of their PRODCOM codes.
2. PRODCOM codes
Column 1 contains the PRODCOM codes of the products to be recorded. Each heading is identified by an eight-digit code
according to the following pattern:
The first six digits (XX.XX.XX) are the CPA code (Community Classification of Products by Activity)4, while the last
two digits (YY) show the classification of a heading within this CPA heading. The first four digits of the code correspond
to the classes of NACE Rev. 1.
The last two digits normally provide a reference to the Combined Nomenclature (CN) (see point 3). These digits may,
however, have another meaning, in which case attention is drawn to the special meaning in the specific notes relevant to
each individual divisions.
The PRODCOM code may be followed by A or B. The recording of data under all headings other than those marked
with a Β is compulsory. The compulsory headings marked with an A are followed by a breakdown into Β headings,
under which the recording of data is optional.
External trade nomenclature reference
In accordance with Article 2(2) of the PRODCOM Regulation, each compulsory heading of the PRODCOM list is defined
by one or more headings of the Community external trade nomenclature, i.e. the eight-digit CN. The corresponding CN
headings are listed in the column "External trade nomenclature reference for 1995 (HS/CN)" . The "Description" docs
not always cover the entire content of the heading.
4. Survey characteristics
In accordance with Article 2 of the PRODCOM Regulation, the physical volume and the value of production are normally
recorded for the products in theM list.
4.1 Type of production
In accordance with Article 2 (3) and (4), different production concepts are used in the survey:
- production sold during the survey period;
- actual production (total production) during the survey period. This includes any production which is incorporated
into the manufacture of other products. Such production is normally taken to mean only those own products
* either processed into another product or
* fitted into another product in the reporting undertaking itself, in another plant belonging to it, or
under contract in another undertaking;
- production during the survey period which is intended for sale.

VI Contract processing
Contractg is also covered by the PRODCOM statistics. This takes place when material supplied free of charge
by the principal is worked or processed. It must be reported by the contractor. The value to be recorded is the fee paid
by the principal. In any contract processing arrangement, the principal and the contractor must be different undertakings;
contract processing between different plants belonging to the same undertaking is not possible.
In order to avoid duplication, contract processing must be reported only by the contractor in the country concerned, i.e.
where production actually lakes place.
Production also covers treatment, repairs and maintenance, and assembly work, hereinafter referred to as industrial
These services are not included in the CN and are identified in the PRODCOM code by a "9" as the fifth digit. Only
separately invoiced services are to be recorded under the corresponding headings.
A distinction is normally made between the treatment of the undertaking's own products (in-house treatment), the
treatment of boughl-in products (treatment on own account) and the treatment of outsides under contract (contract
treatment). The treatment process does not involve any change in the form of the product. In contrast to contract
processing, treatment of a given product in the PRODCOM list does not involve converting it into another product in the
list. The following are examples of treatment processes: dyeing, staining, finishing, printing, gilding, etching,
For in-plant refining, no separate registration number is required since it is considered to be part of the production
activity. Even if the in-plant refining is carried out in a separately located refining plant of the same enterprise, the
production plant reports the refined product with its total (gross) value as sales production; the refining plant itself makes
no report for the production statistics unless, apart from in-plant refining, it performs its own independent refining or
contract refining, which it would then have to quote separately in the production statistics.
The value of own-account refining work, in so far as there are separate reporting numbers available, only needs to be
reported by the plant doing the refining. The value to be indicated is the gross (invoice) value. An exception is textile
finishing (see Division 17), where the finishing production has to be reported in volume too.
Contract refining work also only needs to be reported by the plant which carried out the refining. The value to be
indicated by the refining plant is the sum paid by the client. The client for his part reports the total value and the quantity
of refined product as sales production, unless the client did not produce the raw product himself but purchased it. In this
case the client reports neither the quantity nor the value of the refined product. Where contract refining is concerned, the
client and contracting company must be separate companies; contract refining between different plants of the same
enterprise is not possible.
Maintenance and repairs
Only the value of maintenance and repair work should be recorded, using the relevant reporting codes, whereby the value
is to be recorded as the costs actually charged for the maintenance and repairs. Maintenance and repairs involving major
reconstruction of the product being repaired or maintained should be entered as production. Maintenance and repair work
on the undertaking's own plant and equipment should not be recorded.
Assembly work involves constructing a product by assembling a number of separate components into a product for which
there is no separate number in the PRODCOM list.
A distinction is to be made between the following two types of assembly:
a) if the assembled components are entirely or predominantly manufactured in another plant (belonging to the same
or to another undertaking), only the value of the assembly work should be entered under the appropriate
PRODCOM code. The value here is the costs charged for assembly (including the materials used in the
assembly), excluding any turnover tax charged. It does not include the value of assembled components
manufactured in the plant where the assembly work is carried out.
VII b) conversely, if components are assembled in the plant in which they have been entirely or predominantly
manufactured, the value of the assembly work (including the materials used in assembly) should normally be
added pro rata to the production value of these components. However, if this poses problems (e.g. in the case of
large-scale installations), such work may be recorded under the special PRODCOM codes for assembly work.
Some of these services, however, are classed as non-industrial services in NACE Rev. 1, e.g. maintenance and repair of
motor vehicles (NACE 50.20) and maintenance and repair of office, accounting and computing machinery (NACE
72.50). This also applies to software consultancy and supply (NACE 72.20) and other computer and related activities
The value of production sold/production intended for sale should be calculated on the basis of the ex-works selling price
obtained/obtainable during the reporting period. It also includes packaging costs, even if they are charged separately.
However, the following are not included:
- any turnover tax and consumer tax charged;
- separately charged freight costs;
- any discounts granted to customers.
If finished products are hired out or leased (e.g. computer equipment, telephone installations, washing machines), the
price obtainable on the market for the product in question should be recorded as an estimated value.
The particular physical units in the CN have normally been adopted for recording the volume of production. In
exceptional cases a different and/or supplementary unit is recorded (marked with @).
The units belonging to the individual PRODCOM headings are given in the column "Physic.unit". A "-" in this column
means that for that particular heading only the value is recorded and not the volume.
In columns "P", "V" and "Ref. to Notes", letters, figures or combinations of figures and letters may be entered, the
meaning of which is explained below:
Column "P" may contain the entries T or C or may be blank. These three possibilities mean the following:
Blank = both the volume and value of production sold arc normally recorded (Article 2.3);
T = for the corresponding PRODCOM heading, total production (physical volume only) is recorded instead of
production sold (Article 2.4a) (total production =n sold + production intended for processing);
C = for the corresponding PRODCOM heading, production intended for sale is recorded instead of production
sold (Article 2.4b).
Column "V" indicates for which grouped headings values are recorded. In such cases "V" refers the reader to the
relevant specific notes.
Column "Ref. to Notes" contains information on the statistical treatment of the headings, as follows:
Q = heading for which quarterly statistics are required;
A = heading to be broken down by branch of origin;
K = the code contains a special aspect which is explained in the specific notes on the individual Divisions.
