Printed in Belgium At the beginning of January 1988 both the statistical nomenclature NIMEXE and the tariff
nomenclature CCT were replaced by the Combined Nomenclature (CN), which is based
on the Harmonised System as defined by the Customs Cooperation Council. The
Combined Nomenclature is published annudly as an official Commission Journal, as
defined by regulation. It consists of around 16.000 codes at the 2, 4, 6, and 8-digit levels,
and for each code there is a descriptive text in each of the 9 official Community languages.
The classification of products in CN is similar to that of NIMEXE and CCT, in that the
official text for a code can consist simply of a phrase such as "fresh" or "other", making it
understandable only in context, with reference to codes at the same or a higher level.
EUROSTAT has therefore designed a set of texts known as "self-explanatory texts", so
called because they are intended to make it possible to understand the text of any code in
isolation, without reference to surrounding codes. These texts have already been produced
in French and English, and the German texts are being prepared. The self-explanatory
texts have no legal validity, and do not in any way replace the texts of the official
publications, but are simply a tool to help non-specialist users to search for codes in
nomenclatures by means of an internal publication. These self-explanatory texts are used
by NOMACC, the Nomenclature Access system, which enables searches of the texts by
key-word, by the COMEXT external trade, and to produce publications showing
trade figures by product.
Those parts of the text which are repeated for a group of codes, or which are exclusions or
restrictions (such as "other than ..." or "not for breeding") are marked with special
indicators and can therefore be treated in a special way. For example, exclusions (which
are enclosed within brackets) are omitted when building the NOMACC search index, but
can be printed out, and repetitions are printed for every relevant code in publications.
A cross-reference index based on the self-explanatory texts will be published each year in
French and English.
The texts, which are in both capitals and small letters (with accents) are available on tape
from Mile Libouton in EUROSTAT section C2, (office JMO B3/49 tel. 2975).
