On January 1, 1988, the Combined Nomenclature (CN) was introduced as the European
Community's single tariff and statistical goods nomenclature. Council Regulation No.
2658/87 (Official Journal of the European Communities L285 of July 1987) required all
Community Member States to use the Combined Nomenclature both for the collection of
their external trade data and for tariff purposes.
The Combined Nomenclature replaced both the ΝIMEXE and the Common Customs
Tariff (CCT) nomenclatures. Until 1987, the NIMEXE nomenclature was the
Community's main goods nomenclature for the collection of external trade data. The
Common Customs Tariff was used for tariff purposes.
The Combined Nomenclature is aligned with the Harmonised Commodity Description
and Coding System (Harmonised System or HS), a nomenclature created by the
Customs Cooperation Council. The Harmonised System is widely accepted at the
international level: it is applied by most major Community trading partners.
The Harmonised System is broken down into sections (roman figures), chapters (two-
digit codes), headings (four-digit codes) and subheadings (five-digit and six-digit codes).
The Combined Nomenclature is an extension of the Harmonised System. A Community
subdivision was added to the Harmonised System: two more digits were added to the six
digits of the HS codes.
The Combined Nomenclature is published annually as a regulation in the Official Journal
of the European Communities. For each code a descriptive text in each of the official
Community languages is published.
The official description attached to each code of the Combined Nomenclature is
impossible to understand without reference to surrounding codes. To establish the full
description of a code based on the official texts, the relevant lines at the same level or at
superior levels have to be examined.
Eurostat has designed a set of texts know as "self-explanatory texts". To understand the
significance of a given code, it is no longer necessary to examine several surrounding
code descriptions. Each label in the self-explanatory texts provides a full description of a
given code.
The self-explanatory texts have no legal validity and do not in any way replace the texts
of the official publications in the Official Journal. The self-explanatory texts have been
constructed as tools to help users of the Combined Nomenclature.
