INTRODUCTORY When the WorldWar broke out, wewere passing the hot weather in our 'camp' on Squam Lake, among the forest-clad foothills of the White Mountains, and shortly after I sent the following letter: Aug. 4, 1914 To the President the United States,of Sir: I have the honor to volunteermy services, for any emergency work ofa diplomatic character, at home or abroad, with or without remuneration. I have had the benefit of seven years' (1902- training and experience, as Secretary of1909) Legation and Charge d'Affaires in Peking, as Secretary of Embassy and Charge d'Affaires in Mexico, and as Minister Plenipotentiary in Nica- ragua. I have a good knowledge of French. Sir, I have the honor to be &c., &c., John Gardner Coolidge An answer came a week later as follows: Department of State Aug. II My dear Mr. Coolidge, The President has referred to this Department your letter of Aug.
