INTRODUCTIONSECTION 1: Introduction
This Consolidated Comment Database contains an index of those parties who submitted comments to the
FAA during the Scoping comment period (January 26, 2007 through March 27, 2007) and beyond (March
27, 2007 through April 23, 2007) of the Palm Beach International Airport (PBIA) Environmental Impact
Statement (EIS) study, and a summary of the comments by comment categories.
Comments were provided to the FAA by letters (provided via mail or fax), written on EIS comment forms,
and e-mailed to the EIS e-mail address (pbia-eis@urscorp.com). For the purposes of Consolidated
Comment Database, all comment formats are referred to as comment “letters”.
The database includes an index of Agency Comment letters (Section 2) and Public Comment letters
(Section 3) with the name of each party providing a comment and a unique Identifier Code to catalog the
submittal. Comment Codes are also provided, which indicate the summarized comments applicable to
that particular submittal. Federal, State, and Local Agency letters are in order alphanumerically by
Identifier Code and include the area of government the individual is associated with. Public comments
are also listed alphabetically by last name with any affiliation provided also.
Each “Identifier Code” consists of six characters that represent three fields of information describing each
unique comment submittal. The first character makes up the first field and serves as an “Event Code”,
which describes the period during the study for which the comment was submitted.
There are two Event Codes used in this database:
S = Comment received during the EIS Scoping comment period (January 26, 2007 through
March 27, 2007)
P = Comments received after the EIS Scoping comment period and before the release of the
Draft EIS (DEIS)
The second character represents the “Affiliation Code” that places the party commenting into one of five
categories:
F = Comment from a Federal agency
S = Comment from a State agency
L = Comment from a Local agency
P = Comment from the general public
N = Comment by petition
The last four characters represent the third field, which identifies the specific comment submittal
numerically. For example, the “Identifier Code”, “SP0245", describes the comment submittal as being the
245th letter or comment form received during the Scoping process from the general public.
